The Charter is based on recommendations from the World Medical Association.
• To receive timely, adequate and high-quality medical care regardless of their sex, age, ethnicity, religious beliefs or cultural level.
• To know the name of the doctor (doctors) who is responsible for his or her treatment and the name of the nurse who takes care of or is responsible for the coordination of care for him or her.
• To be informed of the nature and prognosis of the disease and of the purpose of the required studies and treatment. When the patient is unable to understand this information or when from a medical point of view it is undesirable to give him or her such information, it is provided to his or her legal representative or guardian.
• To accept or reject the proposed studies and treatment, to be informed of the existing alternatives for diagnosis and treatment and to have the freedom of choice between them. The patient may exercise the right to reject the proposed studies and treatment, within the existing laws in the country, after being informed of the negative medical consequences of such refusal.
• To be promptly investigated and treated with the help of approved by medical science methods and tools and with the use of technical equipment in good working order and be cared for with skill, thoughtfulness and respect.
• To be guaranteed confidentiality concerning his or her medical condition, with consultations and discussions related to his or her evaluation and treatment conducted in a discreet way.
• To obtain complete information and explanations when he or she needs to be referred to another medical facility.
• To obtain advice from other people if he or she is offered enrollment in a clinical trial of new methods or drugs related to his or her assessment and treatment and to refuse to participate in such a trial.
• To benefit from the support of his or her family, relatives and friends during the treatment.
• To be familiar with the hospital’s rules and obligations concerning patient behaviour.
• To be acquainted with the cost of treatment, regardless of the source of financing.
• To receive good hospital end-of-life care with respect for the needs and dignity of the patient.
• To make complaints to the Ministry of Health, the Regional Health Insurance Fund, the regional section of the Bulgarian Medical Association and the administration of the Hospital, when rights mentioned in this charter are harmed.
